Rogers Broadcasting Limited (Rogers) operates a number of different television services, working with independent producers from across Canada, on a variety of high quality scripted and unscripted original Canadian programs.  We continue to encourage producers to submit their program concepts to us.  In recent years, we have commissioned popular TV series such as Murdoch Mysteries, Less Than Kind, Survivorman, Departures, Conviction Kitchen and My RONA Home.  On a continuing basis, we review proposals and concepts that best reflect the nature of the programming on one or more of the services we operate.

City

City stations in Toronto, Vancouver, Calgary, Edmonton, Winnipeg, and Saskatchewan offer viewers local, urban-oriented, culturally-diverse television programming.  A distinct alternative to other stations, City engages viewers with dynamic on-air personalities and local programming formats.  In recent years, City’s prime time schedule has shifted away from movies, and now reflects a more traditional, series-based approach.  City’s schedule is now primarily focused on comedy, drama, reality and lifestyle series, with broad appeal to the large, urban markets we serve.  Submissions from producers should reflect City’s prime time, series-based approach. Of note though, City will continue to consider submissions for Canadian feature films. For more information on City stations and programming, visit www.Citytv.com

As a result of recent license acquisitions or approvals, Rogers also administers CRTC benefits funding initiatives dedicated to the development and support of independent production and programming in Canada.   These funds are self-directed and incremental in nature, allowing Rogers to work with independent producers on a number of additional programming projects for any given service.  While self-directed, these benefits include specific spending targets in areas such as development, independent production, priority programming, and dramas/documentaries.
CRTC benefits include:

City Benefits ($37.5 million, from 2007-2008 to 2013-2014)
The Allan Waters Canadian Content Initiative Fund is focused 100% on the production of priority programming.  Over 65% of the fund has been set aside for the production of dramas and documentaries, and at least 85% will be accessible by Canadian independent producers.  Specific resources are also dedicated to the development of dramas and documentaries.

Craig Media Benefits ($19.7 million, from 2007-2008 to 2010-2011)
The Craig Media Benefits Fund is a holdover from the previous acquisition of Craig Media by CHUM Limited.  While available to all producers, for a variety of different program proposals, the fund does have specific envelopes for priority programming and projects from Prairies-based producers.

OLN Benefits ($3.9 million, from 2008-2009 to 2013-2014)
Through our recent acquisition of OLN, we have also established a separate benefits fund for the production of additional Canadian programming.  The benefits will be used for program proposals and projects that are of specific interest to OLN, and will be aired on that service.

In addition, City Saskatchewan will contribute 23% of its previous year’s gross revenues to independent Saskatchewan production. 2.5% (growing to 3% in 2014) of this funding will be reserved exclusively for educational programming. City Saskatchewan will also spend an additional $1M over 7 years on independent Saskatchewan production.  Over and above this spending, City Saskatchewan will direct $300,000 towards the Rogers Digital Development Fund which is designed to help build capacity and accelerate uptake of digital technology in Saskatchewan.  This fund will be administered by SaskFilm.
